Ukrainian Ambassador to Germany Oleksii Makeiev told DW Monday that there was no official demand from Kyiv to Berlin to provide fighter jets from Germany, despite some voices in Kyiv calling for warplanes. "We didn't put any request to Germany about fighter jets yet," Makeiev said. When asked if such a request would come in the future, the envoy said it would "depend on the situation on the battlefield. Russia launches a lot of missiles towards Ukrainian cities, towards infrastructure, and the jets are part of our air defense efforts," the Ukrainian ambassador said. German Chancellor Olaf Scholz has ruled out any possible deliveries of fighter jets to Ukraine, as he believes it could lead to a wider conflict between NATO and Russia. Although Germany is reluctant to send jets, the Netherlands has reportedly said it would consider sending F-16 fighters to Ukraine if the country's government makes a request. The US, Ukraine's key backer, remains tight-lipped on sending F-16s to the country. "My priorities as ambassador here from the very beginning were armored vehicles, main battle tanks and air defense systems, and artillery units. And we are progressing very good on all priorities," Makeiev said. He added that Ukraine will continue talking to the German government on those four priorities. He also contradicted a recent request by his outspoken predecessor, Andrij Melnyk, who during the weekend called on Germany to supply submarines. "We don't need submarines and cruisers and other UFOs from Germany," Makeiev said. Melnyk, who is now Ukraine's deputy foreign minister, tweeted Saturday that the "world's best" submarines could be used to "kick Russia's fleet out of the Black Sea." The push for jets comes after Germany caved into public pressure and greenlit the delivery of Leopard 2 tanks to Ukraine, following weeks of deliberations. Makeiev said Western nations need to speed up their decisions on helping Ukraine, as lives hang in the balance. Ukraine declared a nationwide air raid alert on Thursday as Russia continues its missile attacks. The head of Ukraine's army, Valery Zaluzhny, said Russia launched 55 air and sea-based missiles. "Ukraine's armed forces destroyed 47 cruise missiles, 20 of them in the area of the capital," he added on the Telegram messaging service. The Russian military has been firing missiles and drones at critical infrastructure, notably energy facilities, since October. Kyiv's mayor, Vitali Klitschko, said one person had been killed in the capital, the first death there from an attack in the capital since New Year's Eve. He said two other people were injured in the strike. German news magazine Der Spiegel and others published stories on Tuesday evening saying that the government in Berlin had decided to send Leopard 2 tanks to Ukraine. This follows a long-running debate on the issue among NATO allies, and comes after Poland formally asked Berlin for permission to send some of its Leopard 2 tanks to Ukraine earlier on Tuesday. Spiegel magazine reported that the decision would involve sending at least one company of Leopard 2A6 tanks. Spiegel attributed its information to government sources but did not identify them. Broadcaster ntv issued a similar report, and the dpa news agency later said its "coalition sources" had said the same. But the government did not immediately comment publicly on the reports. German-made military equipment can only be sent to third countries with approval from Berlin. Spiegel reported that other European countries, including some in Scandinavia, would also supply their tanks to Kyiv. Although Germany's Defense Ministry, military, and several other actors would surely have been involved in discussions, ultimately the authority to make this decision rests with Chancellor Olaf Scholz. A barrage of Russian drone and missile strikes on Ukraine killed a total of 11 people on Thursday, a State Emergency Service spokesperson said, as Ukraine declared a nationwide air raid alert. Eleven more were injured in the attacks, Civil Defence agency spokesperson Olexander Khorunshchyi said. The toll included the first attack-related death in the capital this year, the Kyiv Mayor Vitali Klitschko said. In an interview with DW, he said Moscow was trying to "destroy normal life," but that Ukrainians were prepared to die for their freedom. "We defend right now our homes, our country," he said. "And please don't forget, we defend not just our homes, we defend also the same values — European, modern, democratic values." Russian forces fired over 50 missiles and some two dozen kamikaze drones on 11 regions across Ukraine, of which 47 were intercepted. Some 35 buildings were damaged. Several infrastructure sites were also hit, said Energy Minister Herman Halushchenko, causing power cuts in the regions of Odesa, Kyiv and Vinnytsia. Ukrainian air defenses shot down 15 cruise missiles en route to the Kyiv area, the head of the city's administration, Serhii Popko, said. In February, Russia launched an all-out attack on Ukraine. A few days later, drone videos provided the first evidence of war crimes - committed on a highway outside Kyiv. Reporters tracked down survivors and identified suspects. The investigating prosecutor's office believes more than 30 civilians were killed. Who were the perpetrators? As it turns out, there is a good deal of evidence: Occupying soldiers failed to remove incriminating evidence before they withdrew from the northern suburbs of Kyiv. Along the Zhytomyr highway, where the soldiers had set up camp, reporters uncovered a papertrail. Among other documents, they found forms that Russian soldiers had countersigned for the receipt of weapons and ammunition. These clues lead to a notorious Russian army unit. Kherson was the first major city in Ukraine to be occupied by the Russian army. Since the beginning of March, the residents of the port city located in the south of the country were subjected to the terror and arbitrariness of the occupiers. All access to Kherson was blocked, and the city suffered from a shortage of medicines, food, and cash. Thousands of people fled and there was scant news about those who had stayed behind. Ukrainian President Volodymyr Zelenskyy's chief of staff has said Ukraine needs "several hundred" tanks to push back Russian forces amid Berlin's hesitancy over Leopard 2 deliveries. "We need tanks — not 10-20, but several hundred," Andriy Yermak wrote on Telegram. "Our goal is [restoring] the borders of 1991 and punishing the enemy, who will pay for their crimes. Ukraine declared its independence from the Soviet Union in 1991. Russia took over the Crimean Peninsula in 2014, and claimed to have annexed parts of the southern and eastern Ukraine in September 2022. Polish Prime Minister Mateusz Morawiecki has said Warsaw could send Kyiv Leopard 2 tanks without Germany's permission. "We will ask for such permission, but this is an issue of secondary importance," Morawiecki said. "Even if we did not get this approval, we would still transfer our tanks together with others to Ukraine." "Even if Germany is not in this coalition, we will hand over our tanks, together with the others, to Ukraine." Morawiecki said German Foreign Minister Annalena Baerbock's statement on Sunday that Berlin would not obstruct Polish efforts to send German-made tanks to Ukraine represented a "spark of hope" that Germany might join the coalition of countries ready to send Ukraine tanks. "We are constantly exerting pressure on the government in Berlin to make its Leopards available," the Polish premier said. He added that Germany has "more than 350 active Leopards and about 200 in storage." Here are other updates on the war in Ukraine on Monday, January 23: German MP says battle tank decision needs more time Speaking to DW on Monday, German Bundestag member Ralf Stegner said Germany's hesitation on sending battle tanks to Ukraine is not based on an an "implicit" refusal to do so, and emphasized that the government is taking its time in order for details to be agreed upon in coordination with Germany's allies. "It's not Germany on the brakes, but it's different countries with different opinions," said Stegner, who is a member of German Chancellor Olaf Scholz's center-left Social Democrats (SPD). "If you compare the government of Poland, for instance, or what the government of France says, there are different sides to that," he said, adding that providing fighting tanks is a "very difficult decision." "We want to make those decisions with our allies together, not as a loan decision from Germany," he added. Stegner also chimed in on the public statements made by German Foreign Minister Annalena Baerbock on Sunday, in which she said Germany would not stand in the way of Poland if it wished to send its German-made Leopard tanks to Ukraine. He explained that although it is not "surprising" that Germany would not want to stand in the way of other countries providing tanks, "it's just not usual to communicate" this kind of issue without following procedure. "I don't know why the foreign minister said something public," he said. The lawmaker said these kind of decisions are made in a "confidential meeting of a relevant special committee, after which results would be made public." The attacks targeted critical infrastructure. The energy minister has warned of difficult days ahead. Rescuers in the southeastern Ukrainian city of Dnipro say it's unlikely they'll find more survivors after a Russian missile strike on Saturday. The attack destroyed an apartment building, killing at least 23 people and wounding dozens. Russia launched a series of airstrikes across Ukraine over the weekend, including in Lviv, Kyiv, Kharkiv and Dnipro. Most of the attacks targeted critical infrastructure - and officials are preparing citizens for reduced electricity supply in the coming days. Russian forces are launching a series of attacks on Bakhmut and other towns in Ukraine's eastern Donbas region, but Ukrainian troops are managing to hold back their advance, officials in Kyiv said on Monday. In a daily report, the general staff of Ukraine's armed forces said Moscow's troops had carried out seven missile strikes, 31 airstrikes and 73 attacks from salvo rocket launchers in the past day. It said Ukraine's forces had succeeded in holding out against attacks on 14 settlements, including Bakhmut, which has become a focus of heavy fighting in past weeks. Ukrainian President Volodymyr Zelenskyy has also said that Bakhmut was "holding on despite everything. And even though most of the town has been destroyed by Russian strikes, our soldiers are repelling constant Russian attempts to advance," he said in a nightly video address on Sunday. Zelenskyy added that Ukrainian forces were also successfully defending the nearby town of Soledar, "even though there is even greater destruction and things are very difficult." Deputy Defense Minister Hanna Maliar also described the situation of Ukrainian soldiers near Soledar, which is some 14 kilometers (8.7 miles) from Bakhmut, as "difficult" on her Telegram channel on Sunday. She said Russian attacks were being carried out not only by the regular army but by troops from the mercenary Wagner Group. Ukraine must hold on to both the towns to protect Sloviansk and Kramatorsk, two major Donbas cities that are still under Kyiv's control. The fall of these cities would mean Russia had virtually captured the entire Donbas region, one of the goals Moscow publicly set itself at the beginning of its invasion last February. In his nightly address, Ukrainian President Volodymyr Zelenskyy said Ukrainian troops were withstanding "new and even tougher assaults" on Soledar, near the eastern city of Bakhmut that Moscow has been trying to capture for months. "I thank all our soldiers who protect our Bakhmut," Zelenskyy said, noting, "All the fighters in Soledar, who are withstanding the new and even tougher assaults from the invaders!" Soledar is located in the Donetsk region, around 15 kilometers (nine miles) from Bakhmut, a city with a pre-war population of 70,000 that is now an epicentre of fighting. "Thanks to the resilience of our soldiers there, in Soledar, we won additional time and forces for Ukraine," Zelenskyy added. "Everything is completely destroyed," Zelenskyy said. "The whole land in Soledar is covered with corpses of the invaders and is scarred from the explosions." Earlier on Monday, the Ukrainian armed forces said they repelled an attempt to seize Soledar, but that fighting resumed. Germany's new defense minister, Boris Pistorius, officially took office on Thursday at a time when Germany is under growing pressure from Western allies to allow German-made battle tanks to be used in Ukraine to strengthen its defence against Russia's invasion. Pistorius takes over from Christine Lambrecht, who announced her resignation on Monday after a series of blunders. German Federal President Frank-Walter Steinmeier presented a certificate of appointment to Pistorius, who until now was interior minister of Lower Saxony, and wished him luck, adding that he was taking over during Germany's most dangerous period in a long time. Steinmeier, who mainly plays a ceremonial role in the German political system, also stressed that Germany would continue to provide military support to Ukraine and would help "in the reconstruction of a battered country. These are not normal times, we have a war raging in Europe. Russia is waging a brutal war of annihilation on a sovereign country, on Ukraine," Pistorius said after the ceremony. "Our task is to make the Bundeswehr strong now, it is about deterrence, effectiveness and readiness," he added. The tanks issue poses a dilemma in relations between the two countries. A German government source told Reuters that Germany will allow German-made tanks to be sent to Ukraine to help its defense against Russia if the US agrees to send its own tanks. However, US officials publicly and privately insist that Washington has no plans to send US-made tanks to Ukraine for now, arguing that they would be too difficult for Kyiv to maintain and would require a huge logistical effort to simply run. One US defense official told Reuters that supplying Ukraine with German-made Leopard tanks made the most sense as a number of countries already had them and were willing to transfer them quickly. Ukrainian President Volodymyr Zelenskyy criticised German government hesitation to supply modern Leopard tanks again, with reports indicating Berlin will only provide them if the US offers its Abrams tanks as well. On Thursday, Zelenskyy, via video conference, told a panel that included Dutch Prime Minister Mark Rutte and the former UK leader Boris Johnson on the sidelines of the World Economic Forum in Davos, Switzerland that he "would like to thank again our partners." He added, "At the same time, here are times where we shouldn't hesitate or shouldn't compare. When someone says, 'I will give tanks if someone else will also share tanks.' I don't think this is the right strategy to go with."
